B!P!O!B!P!O!のコーナー番外編「BPOにできること・できないこと」「BPOへの意見通報率」

 ちょっと前の話になりますが、BPOが自らの存在を問う独自のアンケート調査をしてました。

1. 調査目的: BPO の名称や活動内容が、どのような媒体によってどの程度、視聴者に知られているのかを把握し、視聴者からの意見や苦情を受け付けて放送局に伝えるというBPO の視聴者向けの活動に対する潜在的ニーズを把握する。
2. 調査実施時期: 2011 年10 月5 日(水)~17 日(月)
3. 調査方法: 調査員による、質問紙を使った個別訪問留め置き調査
4. 調査対象者: 全国の15 歳から79 歳の男女1,200 名
5. 標本数の配分と抽出方法: 地域・市郡規模別の各層に全国200 地点を比例配分後、住宅地図データベースから世帯を抽出して個人を割り当て(1 地点6 人)
6. 調査実施会社: 株式会社日本リサーチセンター(定例オムニバス調査)

 その中から、えふすく的にこの調査で見えてきたもの(妄想かもしれない)をご紹介。

BPOにできること・できないこと

 まずはBPOという組織を何かしらの形で知っていると答えた人への質問として

 ご存知でしたか? 赤字の項目はBPOの組織・活動としてはウソですからね。特に国の介入をとても嫌うので国の関連機関とか言ったら向こうマジで怒りますから。
 しかしこの結果を見るに、間違ってる人は思ったより少なそうです。

BPOへの意見通報率

 毎月お楽しみ(?)の視聴者の意見。実数は出ているものの全体としてどれくらいのものなのか。それを示すのではないかと思われる次の質問

放送倫理・番組向上機構(略称「BPO」)は、テレビやラジオの番組をより良くするために放送局に助言を与える第三者機関です。2003 年7 月に発足して以来、放送された番組に対して40 以上の助言を行ってきました。
BPOには、全国の視聴者から、テレビやラジオの番組に対する意見が毎月1500 件以上、電話や電子メールなどで寄せられています。あなたは視聴したテレビやラジオの番組、または放送全般に関して、「意見を言いたい」「訂正を求めたい」と感じたり、不満や要望などを感じたりすることはありますか。

 半数は感じている、ということで。ネット上では当たり前のようにテレビ局を揶揄する単語飛び交ってる状況ですが。
 では実際に意見を通報しているかどうかについてが次の質問

 ……そんなものか。
 あとネット上で話題になっても1.6%って感じなのかな。それと結構放送局は矢面に立ってるんだな。さすがに新聞に電話番号載ってるもんな。
 ……で、伝えた人はそれで満足したか?という次の質問

 いや伝えて満足したって言われてもそれただのガス抜きでしかないからなぁ……むしろ不満が募ってくるほうが自然じゃないだろうか。

通じる?通じない?「嫌なら見るな」

 最後に不満はあったけど通報しなかった人向けにどうしてそうしなかったのかという質問をしてますが、ちょっと気になる選択肢が。

 この設問は選択肢の多さといい、質問の二段構えといい今回の調査でBPOが一番知りたかった点ではないかと。
 要するに「通報数を増やしたい」という意図が透けて見えてくるんですが、他のみなさんはどうなんでしょう。

 そんな中で私が注目したのは6番の選択肢。「不満だけど見なければいいから通報しない」→「嫌なら見るな」に通じるものがあると思うんですが、この数字はそれが受け入れられていると見るには難しいですね。
